Parking And Waiting Consultation : Harrogate, Knaresborough, Pannal And Burn Bridge

Formal Consultation 9th To 23rd October 2025 – Oatlands Drive (Harrogate, Knaresborough, Pannal And Burn Bridge) (Parking And Waiting) (No 61) Order 2025

North Yorkshire Council is proposing pedestrian and cycle improvements on Oatlands Drive, including the construction of a parallel crossing at the junction with Slingsby Walk. Construction is planned to begin in February 2026.

To support this scheme, we are proposing to introduce double yellow lines on the eastern side of Oatlands Drive. This will:

  • Improve visibility at the new crossing,

  • Keep the advisory cycle lane clear of parked vehicles

  • Help protect the condition of the Stray.

Earlier this year (27 January – 16 February), we held an informal consultation on both the proposed parking restrictions and a new 20mph zone with traffic calming features. Feedback indicated that further design work is needed on the 20mph zone, so we are now proceeding with a formal consultation only on the parking and waiting restrictions to avoid delaying the crossing works. The 20mph zone proposals will follow at a later stage.

If you wish to object to the proposed parking restrictions, please submit your objections in writing, stating your reasons, by 23 October 2025 to:

They will also be available to view here: https://www.northyorks.gov.uk/roads-parking-and-travel/traffic-regulation-orders from the 9th October.
